Terms and Conditions

These Terms and Conditions (“Terms”) govern your use of the Universal Wallet mobile app, ebtEdge, the ebtEdge.us web portal, and/or any related API or backend services (collectively, the “Services”). By using the Services, you agree to be bound by these Terms.

1. Eligibility and Account Access

  • You must be at least 18 years old to use the Services.
  • Access may require verification via your card number, date of birth, or other identifiers.
  • You agree to provide accurate, current, and complete information during the registration and verification process, and to update it as necessary.
  • You may not create an account for someone else without appropriate legal authority.
  • You are responsible for maintaining the confidentiality of your login credentials and for all activities that occur under your account.
  • If we detect any misuse of credentials or false identity attempts, we reserve the right to suspend or terminate your access.

Subject to your agreement to these terms and conditions, you are granted a personal, limited, non-exclusive, non-transferable license, without right of sublicense, to access and use the Services.

2. Use of the Services

  • The Services allow you to view your card balances, transaction history, dispute activity, and receive program updates, Partner/Commercial Programs, or other offers.

  • You may only use the Services for your own lawful personal use.
  • You agree not to use the Services to access information related to another person or card account without authorization.
  • You agree not to attempt to reverse engineer, scrape, disrupt, damage, or misuse any part of the Services or its underlying infrastructure.
  • Your use of the Services must comply with all applicable laws and regulations, including those related to data privacy and government programs.

2A. App Store Terms

  • If you downloaded the mobile app from the Apple App Store or Google Play, you also agree to the applicable store’s terms. Apple/Google are not responsible for the app or its content, provide no warranty, and have no obligation to furnish maintenance or support. You acknowledge Apple/Google are third party beneficiaries of these Terms with the right to enforce them.

3. Government, Nonprofit, and Partner Programs

  • For the benefit of users, the Services may present Government Programs, Nonprofit Programs, and Partner Programs, which we may also refer to as Commercial Programs. Government and Nonprofit items are curated resources we believe may be helpful to our audience; unless expressly stated in-app, we do not determine your individual eligibility for these programs today. For purposes of these Terms, Partner Programs and Commercial Programs include paid or unpaid offers, retailers, banners, shop tiles, paid placements, affiliate links, referral links, featured offers, or other opportunities from businesses or other commercial entities.

  • Display priority/order may consider a mix of factors, including (without limitation) usefulness or anticipated relevance to you, product and UX considerations (e.g., grouping, navigation, and experiments), and commercial arrangements (including remuneration). Some Partner/Commercial Programs may be paid or sponsored, and others may be unpaid. Remuneration may include fixed fees, placement fees, fees for impressions or views, fees for clicks, affiliate commissions, or fees for signups, purchases, applications, referrals, or other actions. In regulated contexts (e.g., Medicare/Medicaid plan information), our display and ordering will follow applicable laws and program rules and will not be based solely on remuneration.
  • Jobs & Career Listings are a separate surface; remuneration associated with job referral links does not influence the order or placement of job listings.
  • Our commitments. We will label items in-app as Government, Nonprofit, Partner, Commercial, or similar category labels to avoid confusion; where appropriate, we may also identify paid or sponsored Partner/Commercial Programs using labels such as “Sponsored,” “Ad,” “Paid link,” “Commercial,” or similar disclosures. A “Partner” or “Commercial” category label does not necessarily mean an item is paid. We will not present Partner/Commercial Programs as government-operated or imply government endorsement where none exists; and access to required benefits and core features is not conditioned on engaging with Partner/Commercial Programs.
  • When you choose to interact with any third-party program, Partner/Commercial Program, shop tile, banner, paid link, affiliate link, or other offer, you may be redirected to that party’s site/app and your interactions are solely between you and that party. If we transmit your information to a third party to facilitate your request (e.g., pre-fill), we will present you with explicit consent first.
  • Independent third parties. Partner/Commercial Program providers are independent. We do not provide plan recommendations or enrollments; plan details and enrollment occur on the provider’s properties, which are governed by the provider’s terms and privacy policy.
  • We do not use SNAP/EBT program data (including DOB) to target who sees third-party Partner/Commercial Programs, and engaging with any Partner/Commercial Program is optional and has no effect on your benefits. SNAP/EBT program data is used only to provide, secure, support, and administer ebtEDGE. It is not sold, provided to commercial partners for their independent use, or used to target, rank, or measure paid commercial content. For the users’ benefit, information users voluntarily provide through optional wallet features may be used to personalize content, promotions and offers as described in this document.

3A. Jobs & Career Listings

  • Listings come from third-party employers/recruiters/platforms (“Job Partners”); we are not the employer. In an effort to provide these innovative and high-quality services at no cost, we may receive remuneration when you view/click/apply; remuneration does not affect the order or placement of listings. Clicking Apply may take you to another provider’s service in order to complete that interaction; the Job Partner’s terms and privacy policy apply. There are no guarantees of interviews or employment. We do not use SNAP or Medicare/Medicaid/claims data to target or order job listings.

4. No Medical Advice; Not Insurance

No Medical Advice; Not Insurance. The Services and any content we provide are for informational purposes only and are not medical advice, diagnosis, or treatment. The Services are not an insurance product. Always seek the advice of a qualified health care professional for questions about a medical condition. Eligibility, coverage, balance, and transaction information shown in the app are provided by the applicable program operator (for example, a state agency, health plan, card issuer, or their processors) and may change without notice.

Program Operator Responsibility. Eligibility determinations, benefit amounts, coverage decisions, claims, and transaction disputes are handled by the applicable program operator. We provide a user interface and display information; we do not make eligibility or coverage decisions.

5. Notifications and Communications

  • By using the Services, you consent to receive transactional and informational communications related to your account, including service announcements, dispute updates, and system alerts.
  • You may also choose to receive promotional or personalized notifications via push, SMS, or email. These communications are optional and can be managed through your app notification settings. By providing your mobile phone number, you agree to receive text messages to your mobile phone. You may opt-out at any time by following the instructions provided with the text message.
  • Some core notifications related to account activity, fraud, or compliance may not be opt-out eligible.

6. Fees and Charges

  • The Services are provided at no cost to you.
  • When you interact with third parties outside of the ebtEdge app, some products or services may carry fees, which will be disclosed by the applicable provider.

7. Intellectual Property

  • All content, trademarks, service marks, graphics, user interfaces, and technology used in the Services are owned or licensed by us and are protected by intellectual property laws.
  • This includes the user experience, structure, functionality, logic, and data organization of the Services, which are proprietary and may not be replicated or adapted in competing services.
  • You may not reproduce, republish, distribute, modify, reverse engineer, or create derivative works of any portion of the Services without our prior written consent.

8. Termination

  • We reserve the right to suspend or terminate your access at any time for violation of these Terms or applicable law.
  • Upon account termination, we may retain certain information as required by law or for legitimate business purposes (e.g., audit, fraud prevention, or dispute resolution). Otherwise, your personal data will be deleted or anonymized in accordance with our Privacy Policy.
  • You may stop using the Services at any time by deleting your account or the app.

9. Disclaimers and Limitations of Liability

  • The Services are provided “as is” and “as available” without warranties of any kind, express or implied.

  • Without limiting the foregoing, and to the maximum extent permitted by applicable law, we do not guarantee that the Services will be uninterrupted, error-free, or free from unauthorized access or security incidents.
  • Third-Party Data. The Services may display information provided by government agencies, health plans, card issuers/processors, merchants, or their service providers (collectively, Program Operators). We do not control these sources and are not responsible for the accuracy, completeness, timeliness, or availability of information they provide. Your official records are those maintained by the applicable Program Operator.
  • To the fullest extent permitted by law, we disclaim liability for any indirect, incidental, exemplary, special, punitive, or consequential damages arising from your use of or inability to use the Services, including but not limited to loss of data, unauthorized access, or delays in benefit availability, even if we have been advised of the possibility of such damages.
  • We hereby expressly disclaim all warranties and conditions regarding this agreement, the Services and the company website, whether express, implied or statutory, including but not limited to all warranties of merchantability, fitness for a particular purpose, title and non-infringement of third-party rights.
  • In the event that any liability is imposed for any reason whatsoever hereunder, the aggregate amounts payable to you by reason thereof shall not exceed one hundred dollars. You acknowledge that the foregoing limitations are an essential element of the agreement between the parties and that in the absence of such limitations the terms and conditions set forth in this agreement would be substantially different.
  • Some jurisdictions limit or do not permit disclaimers of warranty, so all or portions of this provision may not apply to you.

10. Indemnification

  • You agree to indemnify and hold us harmless from any claims arising out of your use of the Services or violation of these Terms.

11. Changes to These Terms

  • We may update these Terms periodically. Material changes will be communicated through the Services.

12. Governing Law

  • These Terms are governed by the laws of the State of Texas, without regard to its conflict of law principles, except that California substantive law governs any controversy arising in California involving a consumer.
  • Any controversy or claim arising out of or relating to these Terms, or the breach thereof, shall be settled by arbitration administered by the American Arbitration Association in accordance with its Commercial Arbitration Rules and judgment on the award rendered by the arbitrator(s) may be entered in any court having jurisdiction thereof. Any arbitration of a claim arising in California involving a consumer will be conducted in California and governed by California substantive law. The Parties expressly agree that the Expedited Procedures will be applied where the claim or counterclaim is equal to or below the then applicable threshold amount.
  • You waive the right to participate in any class action lawsuit and agree to bring claims only in your individual capacity, unless otherwise prohibited by law.
  • The parties expressly exclude the application of the 1980 United Nations Convention on the International Sale of Goods and the application of the Uniform Computer Information Transactions Act. In the event any provision of this Agreement is held by a proper authority to be prohibited by law or unenforceable, such provision shall be amended and interpreted to accomplish the objectives of such provision to the greatest extent possible under applicable law and the remaining provisions will continue in full force and effect.
  • Waiver of any breach or failure to enforce any term of this Agreement will not be deemed a waiver of any subsequent breach or right to enforce which may thereafter occur.

13. Prohibited Conduct

You agree not to:

  • Use any robot, spider, crawler, scraper, or other automated means to access, extract, or collect data from the Services
  • Bypass or circumvent access controls, authentication systems, or other security measures protecting the Services or user data
  • Reproduce, mirror, or frame any part of the Services in any other application, website, or service
  • Solicit or use the login credentials of other users
  • Engage in any activity that directly or indirectly competes with the Services by replicating data, functionality, or user experiences
  • Interfere with or disrupt the integrity or performance of the Services or any connected systems
  • Use the Services for any purpose that violates applicable laws, regulations, or the rights of others

In order to safeguard user privacy and data, unauthorized people, companies and other entities may not create, control or access an ebtEDGE account, or extract information from ebtEDGE, without prior written authorization. This restriction is directed at unauthorized people, companies and other entities. It does not restrict a cardholder’s own access to their information or their use of ordinary accessibility, translation or assistive tools that do not bypass ebtEDGE security controls.

14. Accessibility

We’re working toward conformance with WCAG 2.2 Level AA. Our Accessibility Policy (incorporated by reference) explains our standards, testing, known limitations, and how to request accommodations or alternate formats. 15. SMS / Mobile Communications Privacy Policy

  • No Mobile Information Sharing: No mobile information will be shared with third parties/affiliates for marketing/promotional purposes without your express consent. All the above categories exclude text messaging originator opt-in data and consent; this information will not be shared with any third parties without your express consent.
  • Message & Data Rates: Message and data rates may apply for any messages sent to or from us.
  • Message Frequency: Message frequency varies depending on your account activity and preferences.
  • Opt-Out: You can unsubscribe from SMS communications at any time by replying “STOP” to any mobile message.
  • Support: Reply “HELP” for support or contact us at ebtEDGE.Cardholder.portal@fisglobal.com.
